The optical element includes: a polar or conductive first liquid; and a non-polar or insulating second liquid which is not mixed with the first liquid and has a specific gravity substantially equal to that of the first liquid. The optical element further includes: a first substrate section; a second substrate section; a sidewall section mutually connecting the first and second substrate sections; and a storage section sealing the first and second liquids in the inside. The first substrate section, the second substrate section and the sidewall section include a first electrode, a second electrode, and a third electrode respectively. When the interface shape between the first liquid and the second liquid is deformed from the resting state, voltage is applied to between the second and third electrodes similarly to the conventional method, and when the interface shape between the first liquid and the second liquid is returned to the original resting state, voltage is applied to between the first and the third electrodes.
