To prevent the occurrence of the void and the micro-bend in an optical fiber containing insulator and keep the optical transmission characteristic of the optical fiber containing insulator constant by eliminating the dispersion of the winding length of the optical fiber around a supporting body.
An optical fiber 14 to be wound around the periphery of a supporting body 11 constituting an optical fiber containing insulator is bonded to the periphery of the supporting body 11 through the adhesive layer of the adhesive, in a state of its entire circumference coated with an adhesive in advance; the optical fiber 14 is spirally wound around the periphery of the supporting body 11 in the direction different between one end side and the other end side using its lengthwise middle part as the reference point and bonded to it; thereafter, each end of the optical fiber 14 is led through securing flanges 12, 13 fixed on each end of the supporting body 14 liquid-tightly and airtightly.
