PURPOSE: To prevent danger to the human body, by performing a removal of the secondary coating of an optical fiber core and its cutting by use of the same tool, so that a connecting work can be performed quickly, and dealing with the optical fiber waste in a coated state.

CONSTITUTION: An optical fiber core is pinched with a coating removing edge 4 by gripping holding parts 7, the coated part is cut off, and after that, the coating is partially removed by moving the holding parts 7 in the axial direction of the core. On an elastic plate, an elastic substance 6' such as rubber, etc. is mounted in advance. Subsequently, a core part 13 is fixed to the elastic plate 6 with fingers, etc., and when a cutter edge arm 9 is pushed in with the thumb, a cutter edge 5 lowers by making the holding parts 7 and a connecting part 15 a supporting point, a fiber strand 14 is flawed. Thereafter, the cutter edge arm 9 is released, the cutter edge 5 is shunted by a spring 11, bending and tension are applied to a strand part 14 by simultaneously bending downward both the core part 13 and the elastic plate 6, and the optical fiber is cut off.
