To provide an optical waveguide and an optical waveguide structure, having superior heat resistance and low water absorption, while suppressing the material cost to be low.
The optical waveguide structure includes an optical waveguide which includes a core layer having a core part and a cladding part having a lower refractive index than that of the core part, and cladding layers disposed in contact with both faces of the core layer and having a lower refractive index than that of the core; and conductive layers disposed on both faces of the optical waveguide. The clad layers are made of a norbornene polymer as the main material. It is preferable that the norbornene polymer essentially comprises a compound expressed by general Formula (1). In Formula (1), R represents a 1-10C alkyl group, (a) represents an integer of 0 to 3, (b) represents an integer of 1 to 3, and p/q is 20 or smaller.
