An optimization device includes: a setting calculation part 31 which calculates a control setting value for rolling a rolled material by a rolling mill; a material quality prediction calculation part 32 which predicts the material quality of the rolled material rolled by the rolling mill based on the control setting value calculated by the setting calculation part 31; an optimization index amount calculation part 36 which calculates the index amount optimized by the rolling mill for rolling the rolled material as the optimization index amount based on the control setting value calculated by the setting calculation part 31; and an optimization part 34 which makes the setting calculation part 31 calculate the control setting value which minimizes the optimization index amount calculated by the optimization index amount calculation part 36 within the area where the material quality predicted by the material quality prediction calculation part 32 satisfies the requested material quality input externally.
