To provide an optimizing device capable of mounting an electronic part more efficiently.
An optimizing unit 203 determines first allocation of electronic parts to mounting devices, calculates first mounting time required for mounting all the electronic parts allocated to the mounting devices on a circuit board by the mounting devices under the first allocation, selects two mounting devices out of a plurality of mounting devices, selects one type of electronic parts allocated to the selected mounting devices, determines second allocation by mutually exchanging the allocation of each of the two types of selected electronic parts, calculates second mounting time to be required for mounting all the electronic parts allocated to the mounting devices by the second allocation on the circuit board by the mounting devices, and adopts the allocation requiring shorter mounting time out of the first allocation and the second allocation.
