The organic EL panel is composed of a translucent board 1 on which, translucent positive electrode lines 2A, organic layers 4 at least containing light emitting layers, and negative electrode lines 5A of which, conductivity is higher than that of the positive electrode lines 2A, are sequentially formed. Further, the organic EL panel comprises negative electrode terminals 2C formed to the end of the base board 1 corresponding to the negative electrode lines 5A, and leads 5B made of same material with the negative electrodes 5A electrically connecting the negative electrode lines 5A with the negative electrode terminals 2C.
