When an electric lock is locked/unlocked using an individual ID key 10, an electronic lock device 20 reads an individual ID for identifying a user and lock/unlock information from the individual ID key 10, electrically lock-controls the electric lock 23 according to the current lock/unlock state of the lock and the opening/closing state of a door only when the read lock/unlock information is normally authenticated, and outputs, when the electric clock is locked due to outgoing, outing information including the individual ID read from the individual ID key 10 and the lock time to a server 30. The server 30 searches, upon input of the outing information from the electric lock device 20, report destination information corresponding to the individual ID of the outing information, and reports the outing information to a report object 40 based on the searched report destination information.
