To provide an output stabilizer capable of meeting the demand for restrictions on output fluctuations from an electric power system and of minimizing charge and discharge losses and cost losses.

The output stabilizer includes: a power storage device 7 for charging and discharging the generated power G(t) of power generation equipment 1 for generating power using natural energy; and a control device 8 for controlling the power storage device 7. The control device 8 includes: a targeted output value operation part 12 for operating a targeted output value C(t) with respect to a synthesized output obtained by combining the generated power with the charge and discharge power of the power storage device 7 based on the generated power G(t); a variation speed operation part 14 for operating the variation speed S(t) of the targeted output value C(t); a dead zone width setting part 15 for dynamically setting the width R(t) of a dead zone in relation to the targeted output value C(t) contrary to the magnitude of the variation speed S(t); and a charge and discharge regulation part 13 for performing charge and discharge regulation on the power storage device 7 corresponding to a deviation from the dead zone when the generated power G(t) is deviated from the dead zone.
