To provide an outlet structure by which the generation of bubbles at the time of discharging, which damages the beauty of the peripheral sea area can be prevented, and the water level variation of a buffer water area caused by fluctuation of sea level of the open sea and weather conditions is controlled.
An underwater discharging case 12 is installed extending from an outlet of a discharge channel tunnel 10 to sandwich a buffer water area 11, a discharge passage is formed in the inside of the underwater discharging case 12, and an overflow weir is installed on the upper part thereof. The height of the top end of the overflow weir is above the normal sea lever of the open sea 13, and determined from the permissible high water level of the buffer water area 11. When the open sea level is higher than a certain degree, some of discharged water flowing from the discharge channel tunnel 19 to the buffer water area 11 is discharged to the open sea over the overflow weir above the underwater discharging case 12.
