The device is provided with a driving means 111 for outputting a driving signal, a first switching means QA which is inserted to a power source circuit connecting a power source 101 and the load 102 and closes the power source circuit by being conducted by the driving signal, a thermosensitive resistance element Rr1 which is arranged in the neighborhood of the load 102 and whose resistance is increased when the temp. of the load 102 is increased, a second switching means OB which is inserted to a shunt circuit connecting the power source and the element Rr1 and closes the shunt circuit by being conducted by the driving signal, a driving stop means CMP 1 for permitting the driving means to stop the output of the driving signal when the output voltage of the first switching means QA is lower than that of the second switching means QB, a latch command means 304 for outputting a latch command signal when the first switching means QA repeats conduction and non- conduction by set times and a cut-off latch means 306 for latching the non- conductive state of the first switching means QA in response to the latch command signal.
