To obtain an oxidation hair dyeing or a decoloring composition having excellent dyeing or decoloring power of hair with a slight damage feeling of the hair after use.
This oxidation hair dyeing or decoloring composition is used by mixing a first agent containing an alkaline agent with a second agent containing hydrogen peroxide just before use and comprises the following ingredients (A) to (G) in the composition after mixing. (A) an organic solvent having 0.3-6 octanol-water partition coefficient (logP) at 25°C and ≤200 molecular weight, (B) an amino-modified silicone, (C) a cationic polymer, (D) a cationic surfactant, (E) an oxidation hair dye intermediate or a direct dye (without containing both in the case of the decoloring agent), (F) the alkaline agent and (G) the hydrogen peroxide.
