To extend the service life of an oxygen pumping device by maintaining its electric conductivity at high temperature, therby suppressing the degradation of the function as the oxygen pumping device.
The oxygen pumping device is provided with: a solid electrolyte 10; a positive electrode membrane 11; a negative electrode membrane 12; a division means 13; a voltage application means 15; a voltage control means 16; a heating means 17; a temperature control means 19; heat insulation means 20, 21, 22; a mixing means 26; an infrared reflection layer 31; and an infrared radiation layer 32. By the infrared reflection layer 31 and the infrared radiation layer 32, the increase in the temperature of the division means 13 is suppressed, the amount of oxide to be generated reduces, and satisfactory electrical connection over a long period in the oxygen pumping device is made possible, thus the oxygen pumping device where where the elongation of the service life and the stable generation of oxygen-mixed gas at an optional concentration are made possible can be provided.
