To provide a packing-sheet packaging in which an end of a sheet body can be easily discriminated, a packing-sheet can be developed while taking out the sheet when a packaging bag is unsealed, and the packing-sheet can be easily packaged at low cost.

In the packing-sheet packaging, a packing-sheet 1 formed by impregnating cosmetic liquid in a sheet body 2 formed of non-woven textile, paper or the like is sealed and packaged in a wrap-winding manner by a packaging bag 10. An inner end of the packing-sheet 1 is packaged on the inner end side of a packaging film 13, the packing-sheet 1 and a packaging film 13 on its outer side are folded flat along a plurality of folding lines 14, 15, the packaging film 13 is sealed on both sides of the directions of the folding lines 14, 15 with respect to the packing-sheet 1, and an outer end side of the packaging film 13 is sealed to the packaging film 13 on its inner side to form the packaging bag 10 with the packaging film 13.
