PURPOSE: To easily dispense a substance of desirable property by forming a dispensing package as a boiled soup bucket for discharging tea, coffee and the like from a non-woven fabric formed of thermally activated bonding layer on the inner side laminated with a heat-resistant layer on the outside.

CONSTITUTION: A dispensing package is formed of a nonwoven fabric 15 formed of a fiber layer 14 forming a thermally activated bonding surface and a fiber layer 16 forming a heat-resistant surface. The fiber layers 14 and 16 are placed on a screen belt 18 and formed of a porous network structure when the layers are rotated around the outer surface of a drum 10 through a pair of guide rollers 22 and 24. The fiber layer 14 contains low boiling point thermoplastic fibers such as a copolyester and filler fibers such as rayon, while fibers of materials representing the comparatively high melting temperature are contained in the fiber layer 16. The fibers of both layers 14 and 16 are interlocked all together by the fluid force of water jetted out of nozzles 30... of a multiple- branched tube 26 provided inside the drum 10 to form a porous network structure.
