The packaging bag 10 with the sheet cover includes: a bag body 4 which is formed of a laminated film 3 formed by laminating a surface film 1 with a cut line 11 formed thereon and a rear film 2 with a cut line 21 formed thereon across an adhesive layer 5, and in which the taking-out port of a stored matter is formed by separating a part of the surface film 1 and a part of the rear film 2 along the cut lines 11, 21; and the sheet cover 9 separably stuck to the surface of the bag body 4 across a pressure-sensitive adhesive layer 8 so as to cover a part or the whole part around the cut lines of the surface film 1. The cut line 21 of the rear film 2 is formed while being positionally shifted from the cut line 11 of the surface film 1.
