PURPOSE: To prevent the generation of delay as much as possible in sending the continuous data.
CONSTITUTION: A network 1 is allocated to the synchronizing transfer mode where the upper limit of the transfer delay time is assured in part of the band. The remaining band is allocated to the asynchronous transfer mode which is not assured. When large amount of data is sent by the synchronizing transfer mode, an overflow occurs and the transfer delay time is increased. Then, when a terminal 2 establishes the connection so as to send the continuous data, the remaining amount of the band of the synchronizing transfer mode is checked on a network 1 and the allocation of the band width available in the synchronizing transfer mode is accepted. When the allocation is accepted, the terminal 2 is given the priority right to the continuous data and becomes a packet and is sent to the opposite terminal in the synchronizing transfer mode. In the terminal 1 at the reception side, the data with the priority right is processed in advance.
