To provide a packet data exchange node capable of suppressing traffic in RAN by reducing control header and control packet for protocol as much as possible in a wireless link, and to provide a terminal and its program.

The packet data exchange node comprises an IP header management table storage means where FlowID is made to correspond with each outgoing/incoming IP address, a means for deleting the IP header part of an IP packet to be transmitted to create an IP header omitted packet, a means for dividing each packet into a plurality of packets, a means for transmitting a packet while adding FlowID corresponding to a relevant IP address using the IP header management table, a means for assembling received divided packets into one IP header omitted packet, and a means for adding an IP address corresponding to the FlowID to that IP header omitted packet.
