To provide a packet relay device capable of utilizing effectively a band in a physical link from a router.

There is provided the packet relay device which relays, to a plurality of terminals, a plurality of packets sequentially coming via at least two input signal channels in a downstream side of the router. The packet relay device includes a packet receiving interface unit which receives packets passed through each of the input signal channels corresponding to each of the input signal channels to relay the packets received to the next stage, a packet transmitting interface unit which relays the packets via different signal relay channels to each of the terminals, and a switch which distinguishes, based on destination addresses, whether the received packets that have been relayed by the packet receiving interface unit are multicast packets or unicast packets in terms of types of the packets and when having been proved to be the multicast packets, duplicates the multicast packets and then selects any one of the signal relay channels to relay the packets relayed via the signal relay channels selected to any one of the terminals.
