To provide a packet transfer system and a packet transfer method that provide a suitable communication environment for a user of volume charging service.
A packet transfer system 1a is configured including a packet transfer path controller 4 and a repeater device 5. The packet transfer path controller 4 includes a transfer control unit 406 which performs control to achieve transfer through one of communication lines connecting the repeater device 5 and an information providing server 6 and each differing in communication rate based upon information indicating a cumulative amount of packets transmitted from a mobile communication terminal 2 within a predetermined period. The repeater device 5 includes a connection control unit 502 which makes a connection to a transfer path of packets based upon transfer information once receiving the transfer information and packets from the packet transfer path controller 4.
