PURPOSE: To transmit pictures and voices as packets like a television conference system or a visual telephone system by not only absorbing delay fluctuation but also reproducing an audio signal synchronously with a video signal at the time of transmitting the audio signal by a high speed packet network.

CONSTITUTION: On the reception side, information from the high speed packet network is sent to a packet decomposing part 17 through an interface part 15 and only the encoded audio signal is decomposed and is successively written in a first in first out(FlFO) memory 19. This audio signal written in the FIFO memory 19 is delayed by this memory 19 to not only absorb the delay fluctuation but also synchronize the video signal delayed by efficient picture encoding and the audio signal with each other. Thus, pictures and voices are transmitted as packets like a television conference system or a visual telephone system.
