A packet transmitter 10 includes a reception unit 40 for receiving packets and transferring the packets, a QoS classification section 61, and a transmission control section 64. The QoS classification section 61 classifies the packets transferred from the reception unit 40 into real time packets and non-real-time packets. The transmission control section 64 transmits the real time packets to a second transmission line 30 at a first time based on the time at which the real time packets are transferred by the reception unit 40. Also, the transmission control section 64 obtains a second time at which transmission of the non-real-time packets to the second transmission line 30 is completed beforehand. Then, the transmission control section 64 stops the transmission of the non-real-time packets when the second time is after the first time.
