To remove an influence of jitter by outputting TS packets to a transmission channel without adding a time stamp to the TS packets when transmitting and receiving the TS packets via the transmission channel in which the jitter occurs.
In a packet transmitting and receiving device 100 including: transmission means 101 having a demodulation part 103 for outputting TS packets demodulated from a broadcast signal and a packet transmission part 105 for transmitting the TS packets to a transmission channel; and reception means 106 having a packet reception part 107 for receiving the TS packets from the transmission channel, a reception buffer part 108 for primarily storing the TS packets, and a reception buffer readout control part 109 for reading out one TS packet from the TS packets in the reception buffer part 108 by synchronizing the TS packets primarily stored in the reception buffer part 108 with a timing signal, the timing signal is synchronized with a signal showing that the first one of the TS packets output from the demodulation part 103 is output.
