To provide a padlock capable of locking/unlocking in two separate and independent locking modes of a combination control lock and a key control lock.

Two separate and independent locking systems independently enabling a single shackle to be lockingly engaged and/or released are incorporated into the single padlock. According to preferable embodiment, a single housing 21 and a shackle assembly 22 are used, and either of a combination structure by a rotatable dial 34 or a tumbler structure by key operation is used to release the shackle from locked engagement with the housing.
