PURPOSE: To enhance the convenience and security of a padlock by providing a padlock main body with both a locking device to be operated by a key and a mechanism for dialing by hand, and fitting one end of a shackle movably into the locking device-and the other end into the dialing mechanism.

CONSTITUTION: When a first locking member 40 is moved to an unlock position by control of a key K and the unlocking portion 10b, 11b, 12b of each number ring member 10, 11, 12 is moved to its unlock position by hand, a shackle 30 is allowed to move in a direction for pulling it out, so that the padlock is unlocked. When either or both of a second locking member that is moved by rotation of each number ring member 10, 11, 12 and the first locking member 40 that is moved by control of the key K move to a lock position or an unlock preventing position to keep the shackle 30 from being pulled out, the padlock can be locked.
