The responsible person terminal 5 indicates disclosure of the page file 30 to a page transfer part 13. The page transfer part 13 attaches a page code by referring to page information 31, and saves the page code in page information 31 together with a content attribute 36, and transfers the page file 30 to a page transmitting part 21. A page addition confirming part 19 confirms a newly arrived page by referring to the page information 31, and transmits guide mail to a browsing user terminal 25. When the browsing user terminal 25 makes access to a page 40, the page file 30 is displayed by a hyper-link tag generated by the page transmitting part 21.
