To provide a page turning-over apparatus in a simple constitution, capable of automatically turning over a page of a bound booklet, and to provide an image reading system equipped with this page turning-over apparatus.

The page turning-over apparatus includes: a frictional member 300 which is brought into contact with a page 740 on one side of the booklet 700 placed on a placing stand 200 under an open state and generates a frictional force with regard to the page 740 on one side; a frictional-member moving part capable of moving the frictional member 300 in a predetermined range on a second imaginary straight line which intersects a first imaginary straight line in the page turning-over direction when the page 740 on one side is turned over to a page 760 side on the other side, and is within the page 740 on one side passing through approximately the end of one side on the opposite side of a binding part 780, and makes this approximately end a moving starting position; and a page-turning-over part for moving the frictional member 300 arranged on the underside of a paper 720 to the page 760 side on the other side by moving the frictional member 300.
