To eliminate the generation of foldings and bendings at the time of turning- over pages and carry out securely the turning-over of pages by providing a means of energizing the page turning-over means for a page to be turned over, a means for actuating and controlling the above-said applying means when an abnormal situation is sensed by a thickness distribution sensing means and the like.

A page is pressed by an energizing means on a position of shortening the range of bending of the page to shorten a section to be easily bent, control the harmony of strength with a section to be bent and carry out the turning-over of the page. Specifically, a reverse turning-over roller 18 is brought into contact with the bending side of an inner paper 2 to press the paper thereon, make the range of bending of the inner paper 2, shorten the section to be easily bent and control the harmony with the strength of the section hard to be bent. Thus the section thick and hard to be bent such as a seal sticking section is made to be easily bent and the turning-over of the page is carried out. When a forward turning-over roller 17 is brought into contact with the inner paper 2, the forward turning-over 17 is not revolved and the inner paper 2 is bent by the contact resistance of the roller to be ready for turning- over.
