To provide a page turning-over device which can eliminate double-conveying, and an image reading system equipped with the page turning-over device.
A page 720A at one side of an opened booklet 700 placed on a pedestal in a first step is adsorbed by a paper lifting part 300 in a second step. Then, first paper 720 having the page 720A which is located on one half of the former as one side page is lifted in a third step, and second paper 740 lifted adhering to the first paper 720 is adsorbed by a paper adsorbing part 400 in a fourth step. In a fifth step, the paper lifting part 300 and the paper adsorbing part 400 are released apart from each other by separating and transferring them, and in a sixth step and a seventh step, the one-side page 720A is turned over.
