A CPU 61 rotates a turning-over roller 13 and a separating roller together counter-clockwise in such a state that a page taken up between the turning-over roller 13 and the separating roller 14 is sandwiched therebetween. Next, a page 2B, other than the page 2A to be turned over, which comes into contact with the separating roller 14, is set back to the binding line side relative to the nip point 75 between the separating roller 14 and the turning-over roller 13. After that, the CPU 61 brings a page turning-over shaft 37 into contact with the lower surface of the page 2A to be turned over which is inserted between the turning-over roller 13 and the separating roller 14, and thereby, forms a gap through which the page turning-over shaft 37 can find its way, by making an ascent of only the separating roller 14 to a specified height. Finally, the CPU 61 moves the page turning-over shaft 37 into the gap between the turning-over roller 13 and the separating roller 14 and thereby, makes the horizontal movement of the page turning-over shaft 37 to a position for changing a page.
