Cargoes are arranged on a pallet by holding the cargoes by chucks 41a-41d from both sides while sucking upper sides of the cargoes by a suction pad. The diameter of shaft of bolts 49 is smaller than the groove width of a through groove 48, and the chucks 41a-41d slide vertically along holding plates 40a and 40b. When the holding plates 40a and 40b are lowered at the position in which the cargoes held by the chucks 41a-41d are arranged in contact with the cargoes arranged on the pallet, bottom sides of the chucks 41a-41d are brought into contact with upper sides of the cargoes arranged on the pallet, and the cargoes are pushed up thereby. The chucks 41a-41d are not inserted between the cargoes, and the cargoes can be arranged without the clearance.
