This machine has a tape transfer means which pulls out the binding tape T from a tape roll TR, a rolling means for rolling the binding tape T being supplied by the tape transfer means to an accumulated bills, accumulated in the predetermined number of sheets; a cutting means for cutting a section between the accumulated bills of the binding tape T pulled back by the tape transfer means, after being rolled into the accumulated bills by the rolling means and the tape transfer means; an adhering means for making the side of the cut end of the binding tape T cut by the cutting means adhere to a section rolled in the accumulated bills and a rolling-back means 81 of the binding tape for rolling back the binding tape T to the tape roll TR.
