SOLUTION: In this paper cutter 8 having a cutter fixed blade 9, a cutter moving blade 10 for cutting paper 24 by cooperating with the cutter fixed blade 9, a moving blade carrier 13 for supporting the cutter moving blade 10, a carrier sending belt 17 for making the moving blade carrier 13 reciprocatably travel, a carrier connecting member 18 for connecting the carrier sending belt 17 and the moving blade carrier 17, and a carrier driving motor 22 for driving the carrier sending belt 17, the paper cutter is provided with a first groove part 13a for engaging the carrier connecting member 18 with the moving blade carrier 13, a second groove part 13b arranged in a position separate by a prescribed distance from the first groove part 13a, a first passing groove part 13c and a second passing groove part 13d for connecting the first groove part 13a and the second groove part 13b, and a passing restricting member 14 is arranged in the second passing groove part 13d for restricting the passing of the carrier connecting member 18 to the second groove part 13b from the first groove part 13a.
