This rotor 29 is forcibly rotated by the operation at, a circumferential speed lower than the processing speed, and a first ledge 26 of the clearance 25 positioned in the downstream of the processing direction is formed by the outer case surface. Each paper sheet 3 delivered to the paper sheets braking device 11 and decelerated is carried in the carrying direction, riding over the clearance 25.
