To provide a paper feeding device and an image forming apparatus by which a size of accommodated recording sheets can be determined without using a dedicated sensor.
When recording sheets of A3 size are mounted on and across a main tray 200 and a shift tray 210, raising only the shift tray 210 causes the recording sheets to be raised at a neighboring region to the shift tray 210 in the main tray 200 and makes a distance D2 smaller than a distance D1. On the other hand, when recording sheets of A4 size are mounted, raising only the shift tray 210 does not change the level of a top surface of the recording sheets mounted on the main tray 200 and the distance D2 remains the same as the distance D1. The sheet size is determined by whether the distance changes or not.
