The paper sheet binding device is provided with a clamper mechanism 48 having a lower clamper 55 and an upper clamper 56 movable in an approaching/leaving direction relative to the lower clamper 55 and curving the accumulated bills by pressing them to the lower clamper 55 by the upper clamper 56; a drive motor 60 for acting the upper clamper 56; a torque limiter 63 provided on the drive motor 60 and stopping the pressing action of the upper clamper 56 based on that reaction force of the accumulated paper sheets pressed by the upper clamper 56 becomes a predetermined value; a strap winding mechanism 50 for winding a strap on the accumulated paper sheets curved by the clamper mechanism 48 to bundle them.
