SOLUTION: When the total of the height of the stock of each denomination temporary reserving parts 31, 32, and 33 and each denomination stackers 27, 28, and 29 for the same denomination is less than the number of the units of the preparation of small bundles, paper money in each temporary reserving part is housed in each denomination stacker each time the payment approval of an operator is obtained. When the total reaches the number of the units of the preparation of small bundles, the filing of proper money is temporally interrupted, and the operator is urged to approve the intermediate housing of the pertinent denomination paper money, and when it is approved, the pertinent denomination is housed in the stacker, and the filing of the paper money is continued. Also, the small bundles of the pertinent denomination paper money are prepared by operating an end batch carrying means 42, small bundle preparing means 40, and small bundle carrying means 41, and they are housed in small bundle housing parts 51, 52, and 53.
