After the movement of a rear end retaining claw is stopped in step S15, a carrying start time T is set at (T=allowable punching time - moving time for deflection) (S31). Then, punching is started (S32), a passed time after the start of punching is compared with a carrying start time T, and when (the passed time after the start of punching is longer than the carrying start time T) (S33), a carrying roller is driven and after punching operation is completed (S35), the movement of the rear end retaining claw to a home position is started (S36). The carrying start time T starts carrying after 2S time after the start of the punching when (T=3S-1S=2S), for example, when a deflection amount moving time is 1S and an allowable punching time is 3S. After the punching is completed, the carrying of the deflection amount is started, and when paper comes out of the installation portion of a punching blade, the deflection of the paper becomes zero.
