To enable covered-binding according to a security level of document information.
A paper processing device performs processing to paper or a paper bundle, and includes a binding means for performing covered-binding which is changed in a binding mode according to paper information, paper folding information, and a selected security mode. On this occasion, as the binding mode is changed, a binding pattern of covered-binding is changed, and as the binding pattern, open sides of paper folded by a folding means for folding paper are bound to form covered-binding, or portions other than a folding line portion of paper folded by the folding means are bound to form covered-binding. Further, covered-binding may be performed for unfolded paper.
