PURPOSE: To realize punching at a high speed without decelerating and stopping paper sheet conveyance by equipping a guide means to guide a paper sheet in a predetermined direction, conducting setting so that the product of the time of a paper sheet being restrained by a punching edge and a conveying velocity by a conveying roller may become a predetermined value.
CONSTITUTION: A control system gives a detection signal from a photo sensor 32 to a timer 61. A time measured by the timer 61 is determined on the basis of a position to be punched on a conveyance velocity paper sheet P; the action time or the like of a punch device 33 and a drive device 36. For example, given that a conveying velocity is fixed, in the case of punching by approximating to the rear end of a paper sheet P, the measuring time of the timer 61 is set long while in the case of punching by being separated from the rear end of the paper sheet P, the measuring time of the timer 61 is set short. Hereupon, given that a conveying velocity is V (mm/sec), and the time of the paper sheet P being restrained by means of a punching edge 38a is t (sec), in order not to give damage to the paper sheet P by punching, a punching member 38 is driven on condition that the relation of V (mm/sec)×t (sec)≤1 (mm) is realized.
