A bundle of 100 paper sheets formed by a paper sheet processing apparatus is lifted up by a lift device, and supplied to a paper sheet wrapping device, and when a bundle of 1,000 paper sheets is formed by the paper sheet wrapping device, the bundle of 100 paper sheets is accumulated in a saving stacker arranged in the paper sheet wrapping device so that it is possible to prevent the deterioration of the processing height of the paper sheet processing apparatus when an obstacle occurs in the paper sheet wrapping device. The paper sheet bundle is pushed in a standing state from the paper sheet processing apparatus so as to be accumulated in the saving stacker, and when it is detected that the saving stacker is full, the paper sheet processing apparatus is able to stop the accumulation of the paper sheet bundle in the saving stacker.
