After the parallel pressure multiroller leveler-type scale breaker, there are equipped with two lower fixed rollers 16, a lifting roller with the small diameter 17 crossed opposite to the lower fixed rollers 16 for putting the steel plate 50 between these rollers, and a parallel press means for pressing the steel plate by the lifting roller 17.
