At the time of entering, a number plate is picked up by a camera 11 at an entrance device 1, the picture is transmitted to a manage device 4 by way of a communication line 5, the plate number is recognized by a letter recognition part 43 and a parking card is printed and issued by a parking card issue part 13. The number plates of parking vehicles are picked up by cameras 21a and so on in parking lot devices 2a and the like, their pictures are transmitted to the manage device, are recognized by the letter recognition part, made to correspond to a parking area and stored in a storage part 48. When the parking card is mounted in a parking card read part 31 of an advance fare adjustment machine 3, a read signal inputs it to a parking position discriminating part 49 of the manage device, collates it to data from the storage part and discriminates the parking position. This signal is inputted in a display part 50, displayed on a screen, indicated in a display part 33 of the advance fare adjustment machine and printed on a paper by a printing part 34.
