To provide a device and a method for peeling part of a resin coating layer formed on an outer surface of a resin-coated steel pipe.
An actuating member is rotated separately from a holding member by a first operation of operation means, and a belt-shaped and circular cut part is formed in a fixed point of a resin coating layer with a cutting board part provided in the holding member. The actuating member is interlocked and rotated with the holding member by a second operation. A screw part fixed in a resin-coated steel pipe is screwed with a screw receiving part provided in the actuating member, and thereby the actuating member and holding member are screwed and moved along a screw member. Consequently, the cutting board part cuts the resin coating layer from a cut part position along a longitudinal direction of the steel pipe.
