To enable a user to set arbitrary impulse voltage, and to reduce works by a user in a partial discharge measurement system by repeated impulse voltage.
An impulse voltage generator 3 generates impulse voltage Vain by a predetermined square wave signal 34, and high voltage Va in which instruction voltage Vc of the square wave signal 34 is boosted for every period. A partial discharge frequency calculation part 15 inputs a detection signal 36 based on partial discharge to be generated from a measuring object 2 by application of the impulse voltage Vain to be counted as partial discharge frequencies for every period. An application voltage signal observation circuit 12 observes an application voltage signal 37 expressing the impulse voltage Vain to be applied to the measuring object 2. A voltage value acquisition part 13 uses a peak value Va of voltage to be expressed by the applied voltage signal 37 from the application voltage signal observation circuit 12 as partial discharge start voltage in the first period in which the partial discharge frequencies become regulated frequencies or more.
