This partial discharge measuring system is equipped with an intensity information detecting means 1 for detecting intensity information of partial discharge in an electric power apparatus 4, a first clocking means 1 for finding first time information corresponding to the time, when the intensity information is detected, a first storage means 1 for storing the intensity information and the first time information, a voltage phase information detecting means 2 for detecting the voltage phase information of the power apparatus 4, a second clocking means 2 for finding second time information corresponding to the time when the voltage phase information is detected, a second storage means 2 for storing the voltage phase information and the second time information, and a detection means for finding a relation between the intensity information and the voltage phase information at a specified time based on the first and second time information and detecting an insulation anomaly of the power apparatus 4 based on the relation.
