To provide a particulate matter loading device and a particulate matter discharging device capable of loading and discharging particulate matter while securing front, back, right and left balances of a hull without increasing costs of the particulate matter.
This particulate matter loading device 10 loads particulate matter to a plurality of holds 12 blockedly formed inside a hull 11 touched down alongside a pier wall from a storage facility of the particulate matter installed near the pier wall. The device comprises a loading weight measuring means provided with draft meters 13, 13a, 13b, 13c for measuring the loading weight of the hull 11 at four positions of front, back, right and left portions such as a bow, a stern, a port-side center, and a bow-side center; and a particulate matter loading means installed at an inlet of a delivery path 15 provided with, at a top of the holds 12, a flow rate control valve 16 adjusting a particulate matter loading volume to respective holds 12 while keeping the entire balance of the hull 11 based on signals from the draft meters 13, 13a, 13b, 13c.
