In a comb plate meshed with a cleat of a step board in a non-contact state, a front end shape of the comb plate is formed in a substantially sharp convex shape, the front end in the substantially sharp convex shape is disposed at a position higher from a bottom surface of a cleat groove by 3 to 4.5 mm and is rotated so as to turn over foreign matter or the like even if the foreign matter or the like held in the cleat groove enters to the comb plate, generating action to scoop up it from the cleat groove to reduce damage of the comb plate and damage of the cleat of the step plate.
