An image processing part extracts images of one or more components containing color information of an extraction object from images photographed by a camera, compares the extracted images of the components with the range of a determination reference value, discriminates whether the extracted images of the components are within the range of the determination reference value, and outputs the discrimination result to a control part. When the control part obtains the discrimination result that the extracted images of the components are outside the range of the determination reference value before starting an operation of a passenger conveyer, the control part maintains stopping of the operation of the passenger conveyor. When the control part obtains the discrimination result that the extracted images of the components are within the range of the determination reference value, the control part starts the operation of the passenger conveyor.
