The detection part 14 is continuously extended along the skirt guard 9 to continuously detect the deflection of the skirt guard 9. The control device 11 outputs an operation stop command according to the detection of the deflection of the skirt guard 9 by the detection part 14 for a predetermined period of time or longer.
